The Objective
The National Center for Missing & Exploited Children (NCMEC) acts as a global beacon of hope, dedicated to safeguarding the security and well-being of the world's most vulnerable citizens. As part of their mission to lead the fight against abduction, abuse, and exploitation, NCMEC required a massive expansion and update to their Attempted Abductions Program (AAP), which would help law enforcement prevent abductions by finding patterns in available data and sharing valuable information.
How Creative2 supported
Creative2 redeveloped NCMEC’s Attempted Abductions Program (AAP) platform, a system designed to help law enforcement track, analyze, and connect attempted child abduction incidents across jurisdictions. The platform allows law enforcement agencies to submit incidents and collaborate with NCMEC analysts, who can identify patterns, connect related cases across jurisdictions, and generate investigative reports.
Project Overview
The System
The system supports both internal NCMEC staff, who have full administrative access, and approved external law enforcement agencies with more limited permissions. Currently, the platform contains roughly 20,000 incidents and supports over 5,100 confirmed agencies, including organizations such as the FBI. One of the largest challenges was developing a highly detailed incident intake form capable of capturing extensive information about incidents, suspects, victims, locations, and timelines without sacrificing performance. Creative2 also built an advanced search engine that allows analysts to search across nearly every field in the system, highlight matching criteria, and connect incidents directly to RFI (Request for Information) reports. The system also supports real-time mapping using MapBox, which shows all incident locations, and bi-weekly automated PDF report generation for law enforcement outreach.
The Results
With advanced search features and a detailed intake form, the updated AAP platform modernizes how NCMEC tracks and analyzes attempted abduction cases. The AAP supports over 5,000 law enforcement agencies and tracks more than 20,000 incidents. With Creative2's help, that invaluable data is now more transparent and easier to access and gives enforcement officers and NCMEC analysts powerful tools to fight child abuse and exploitation.
